Reform Of Endowment Insurance System In China’s Public Institutions

With the establishment and development of socialist market economy system, we reform China’s public institutions in various aspects. It includes the reform of endowment insurance system, though it is still in the exploratory stage.The endowment insurance system in China’s public institutions is an important part of the whole society endowment insurance system. The reform and development of it is In relation to not only the realistic problems of endowment insurance in many institutions, but also the reform and sustainable development of the basic endowment insurance system. Our country put forward the reform in1993, but we didn’t achieve it because of various reasons."Pilot program of staff pension insurance system reform in institutions " was passed in The State Council at the beginning of2008and was decided to be put into effect in Shanxi, Shanghai, Zhejiang, Guangdong and Chongqing in2009. But there is almost no change in these areas from2008to2009. Ministry of human resources and social security held a press conference again to announce to start it in January,2009, which caused the dicussions of the reform in the community and academia There is no doubt that it must be imperative. Therefore, this article tells something about it based on the analysis and research of the reform of endowment insurance system in China’s public institutions.In the first part, I introduce the significance, status and methods of the research.In the second part, I introduce the basic concepts and features of occupation pension systerm and the basic situations and effects of establishing it. Occupation pension systerm is a kind of complementary endowment insurance system, aiming at proviiding the security after retirement for the staff. It has the features of compulsivity, delay, Incentive and so on. In China, we have the basic conditions of setting up the system. It meets the requirement of the development in our institutions, with great value of theory and practice.In the third part, beginning with the analsis of the status of endowment insurance system, I introdue basic situations of our country’s institutions, and discuss the basic concepts and features of them. Institutions are peculiar to China, so we have great trouble in reformation. It needs the exploration and research of the department of social security. The first part mainly talks about the basic situations and development of endowment insurance system in China’s public institutions and analyse the problems and difficulties of the reform. Finally, I give some suggestions, wishing to help.The fourth part is aimed at the reform of endowment insurance system in China’s public institutions. I give concrete assumption of occupation pension systerm building, establishing a kind of endowment insurance system which can meet China’s market economy development request. The design of the systerm includes the principle, content and relative suggestions. It must follow the liability system, fairness and efficiency principle. Classification model of the systerm is an important part. It influences the implement of the reform and is the main means in the transition period. The article is aimed at analysing the management and opearation after the system, preparing for it’s going on the right track. In the end, I analyse the problems that might arise and give the countermeasures.
