Research On Expediting The Transfer Of Surplus Labour Force In Nantong's Countryside

The transfer of surplus labour force in countryside is regarded as the regular pattern in economic development throughout the world. As our country enjoys large territory and has great discrepancies in natural, social and economic conditions, respective features lie in respective countryside's labour force as well as its shift.As a big city in population and labour force, Nantong has more people in countryside but less area. It is extremely rich in the resource of countryside's labour force, being the first place in both amount and density of people all around the province. By taking advantage of its location along the river and adjacent to the sea, Nantong is making great effort in developing industralisation operation in agriculture while promoting the building of its non-agricultural industry in the countryside and constructing small cities and towns at the same time so as to streamline the output value structure and employment structure gradually. Owing to that, Nantong has already prompted the shift of superfluous labour in the countryside effectively, which has been evidently presented in a characteristic way. Moreover, it has also made continuous progress in respect of economic and social development in the countryside.However, it is still a quite heavy task to transfer the redundant labour force in Nantong's countryside for numerous problems such as large population, inadequate quality of peasants, unreasonable employment structure, low income from labours working outside countryside and inferior degree of organisation etc. Therefore, in order to expedite the shift of surplus labor force in countryside, a right leadership should be strengthen; education and training towards peasants stressed; industrial structure reorganised; process of making countrysides as cities and towns speeden up and countermeasures like macroscopic environment etc. created.The paper is consisted of six chapters. The first chapter is preface; the second one refers to the major theory about labour's transfer in countryside; the third one makes an analysis of present situation of labour's transfer in Nantong's countryside; the fourth one demonstrates the effects revealed in it; the fifth one talks about the problems occurred in it while the last one is concerned about countermeasures.
