| The phylogenies of countries around the world have fully demonstrated that the government always plays a critical role in the development of economy and social causes. With the coming of industrialization, martketization, urbanization and globalization, it has become urgent to solve these problems: how to orient the economic functions of the government, how to transform governmental functions, how to perfect mechanisms, and how to integrate the tangible control of the government with the intangible one of the market in a perfect way, so as to realize the all-round, harmonious and sustainable development of Chinese economy.
