In this paper, industrial clusters and technology diffusion are embedded in each other, with the theoretical analysis of range of issues of technology diffusion in industry clusters. Four aspects, including driving forces, means, process and the role of government of technology diffusion in industry clusters are analyzed using classification methods and mathematical models.Driving forces can be divided into extrinsic motivation such as market demand and government policies and internal drive such as talent flow, research institutions, supporting social networks, and skills market. And technology diffusion means can be classified into direct, indirect, and multi-level diffusion.From the perspective of microeconomics, industrial cluster technology diffusion process within the game analysis, and firms and social welfare economic analysis: technical medium firms is greater than the level of technology diffusion preference aversion level of technology diffusion. On the other hand, backward technology vendors preferred level of technology diffusion and technology leader in the technology diffusion aversion levels are higher, because the former face eliminated the danger of cluster economies, technological innovation and the latter facing the producer surplus due to excess temptation.Based on information economics, principal - agent model showed that: in the high-tech industry cluster and to improve policy making and implementation in the amount of information has, can reduce the interference of uncertainty, the Government's policy to achieve the Pareto optimal state.Based on analysis status, characteristics and problems of high-tech industry cluster of Guangzhou , analysis the means and mechanisms of technology diffusion. For more effective promotion of long-term healthy development of high-tech industry, this paper argues that the Government should actively create a good policy environment for technology diffusion, industry associations should coordinate the behavior of enterprises and reduce the moral hazard of technology diffusion, the enterprise should pay much attention to enhance their technical management.
