Land is the carrier of urban planning, and land-use classification is the most important working methods and technical basis in the urban planning and land development. Land use classification is a service towards the urban planning activity, with a strong purpose. Different planning purposes, leads to different criteria for the classification of land use."Urban land use classification and planning and construction standards"that is adopted in China is formulated in the planned economy. But with the development of society and economy, the classification of it is more and more inadaptable in the current planning and development control, and need further improvement and refinement.In this paper, land use classification is based on the principle of urban and rural planning. The study makes planning activities as the entry point, and studies land use classification, according to the behavior of human and the relationship between human and land. Land use is a complex activity, and land use planning is the most important content of urban planning in China. And the land classification is one of the most important technical methods to achieve the purpose of urban planning.By analyzing and reviewing the existing land classification standard in our country, the article compares theory and experiences between ours and developed countries'and regions', and summarizes the problems existing in land use classification in urban planning and the root of the problem arising.The paper tries to adjust the current classification criteria and to construct the principle of the unity of land classification standards, which is addressing the root of the problems arising and considering the actual situation of urban planning and the established framework in China. Further more, we propose revised land use classification standards which are based on the principle of unity, and in order to adapt to the requirements of planning and development management in the current development of urban-rural integration in our country, they are corresponding to the statutory planning system and planning level in China.
