As a life-saving special commodity, medicine is related to the protection of people's health and safety, and it maintains the people's right to life, health and development. In recent years, pharmaceutical market prices continue to rise, and the rising medical costs bring a heavy burden to patients and the medical insurance system, which also affect China's economy development and health care levels. It has become an urgent resolved problem in the process of China's building a harmonious society. Government regulation of drug prices is a way to control drug costs, but also an economic tool to support the development of pharmaceutical industry, which has important theoretical value and practical significance for our country's socialist construction and development, and for the Government's concern of the livelihood.The paper is led by the basic theory of management science, using the basic approaches of literature analysis, comparative studies, empirical analysis and statistical analysis, basing on the special nature of pharmaceuticals, describing drugs, drug prices and drug market characteristics respectively, and makes a summary of the status quo of China's drug prices. The paper uses the theory of public goods, asymmetric information theory, theory of government regulation and institutional arrangements theory as the foundation of government regulation of drug prices,and gives the current drug price control system a more detailed empirical analysis, and reviews the new medical reform's drug price control policies. Finally, the paper describes the experience of developed countries'experiences and approach to control drug prices, combines with a comparative study of China's national conditions, and proposes a series of policy measures to establish a scientific and rational drug price control system, trying to build a system of government control drug prices in line with China's national conditions.
