Study On Several Important Issues In The Construction Of Guarantee System For Pharmaceutical Supply In China

Drug is a kind of special commodity, which can maintain people's health. It is vital to national economy and people's livelihood. Guarantee the supply of drug, especially for the drug meets people's basic medical needs, is the key issue in the National Drug Policy. In order to improve national health status by providing safe, effective, and convenient medical services with low price for civics, the 17th Congress of Chinese Communist Party raised a program of the construction of the Guarantee System for Pharmaceutical Supply, which would cover urban and rural residents. The construction of the Guarantee System for Pharmaceutical Supply is a complicated systematic engineering program. Construction of National Essential Medicine Institution, reformation of pharmaceutical production and circulation systems, reformation of the pharmaceutical price regulation and many other issues are involved in the program.In the beginning of this dissertation, several concepts related to the Guarantee System for Pharmaceutical Supply were defined, and the basic theory which supports the construction of Guarantee System for Pharmaceutical Supply was introduced and discussed. Then, the current situation of the pharmaceutical production and circulation, pharmaceutical price management, and the progress of the popularization of essential medicines were studied as the underlying facts for the construction of the Guarantee System for Pharmaceutical Supply, and the problems existed were analyzed systematically. Furthermore, in order to seek the revelation for the construction of Guarantee System for Pharmaceutical Supply in China, some representative countries were selected as study subjects, their experiences concerning the management system for pharmaceutical circulation, the regulation of pharmaceutical price, and the construction of Essential Medicine Institution were studied and analyzed. On the basis of above study, in allusion to the current situation of China, a series of policy suggestions were proposed. The key opinions are listed as below:Firstly, intensify the management of the admittance to pharmaceutical market, both for drugs and enterprises. Enhance the concentration ratio of pharmaceutical industry, and inhibit overlapping R&D activities and productions.Secondly, reform the pharmaceutical circulation system and increase the efficiency of the pharmaceutical supply through a series of measures, including the enhancement of the concentration ratio of pharmaceutical circulation market, making use of E-commercial platform to regulate the order of pharmaceutical circulation, and the melioration of the centralized tender bidding system for hospitals' drug procurement.Thirdly, reform the pharmaceutical price regulation to make pharmaceutical pricing process more scientifically. Extend the range of governmental pricing list to cover all the prescription drugs in the market. Introduce pharmacoeconomics methods into governmental pricing process to improve its rationality.Fourthly, speed up the construction of National Essential Medicines Institution. Meliorate the selection of essential medicines; set rational price for essential medicines; improve the rational use of essential medicines; establish a rational co-payment mechanism for the expense of essential medicines.
