Pharmaceuticals are a common commodity that exists in the market economy model.They have the commercial and social characteristics of general public goods and,as products closely related to the functioning of the human body,they also have the characteristics of being highly specialised,strictly quality-oriented,specific and exclusive,and effective in terms of time frame.With the improvement of living standards,people gradually have higher requirements for their health and pay higher attention to the quality and safety of medicines.In recent years,the rapid expansion of drug retail chains and franchises has taken up the majority of the market share of the drug retail industry,which has become a key and difficult point of supervision for the grassroots drug retail industry due to the existence of a chain relationship in name only.In August 2020,the State Administration of Drug Administration publicly released on its official website the "Public Consultation on the Drug Retail Chain Addendum to the Drug Business Quality Management Standards(Draft for Comments)",which mentions the "seven unified" management of drug retail chain franchises,and this paper takes this consultation as an opportunity to select Chengdu Based on the theoretical basis of government governance theory,market failure theory and polycentric governance theory,this paper adopts a combination of case studies and field interviews to analyse the regulatory data in recent years and explore the current problems in the regulation of drug retail chains.The paper analyzes the problems in the regulation of franchised shops,combines interviews with relevant personnel to analyze the inherent causes,and thus puts forward suggestions for improvement strategies for franchised shops of drug retail chains at present.Through analysis,this study found that there are certain problems in the current regulation of drug retail chain enterprise franchises,mainly including the inability to implement the regulatory requirements for retail enterprises and stores,the failure to supervise the implementation of the main responsibility of retail enterprises and stores,the current regulatory approach and strength cannot meet the regulatory requirements,the lack of a long-term mechanism for the maintenance of regulatory effectiveness,etc.With reference to the polycentric governance theory,from the improvement of Drug retail chain supervision of laws and regulations,improve the effectiveness of grassroots supervision,build drug safety social governance system and other aspects of the proposed improvement strategies,to provide reference value for the official release of the draft for public comment,while for other regions of the drug retail chain franchise supervision has a certain reference role.
