With the growing influence of knowledge economy, the amount of compensation is no longer the sole factor that people concern. People, especially managers and other knowledge workers, pay more and more attention to the pay structures, forms of remuneration as well as the relative fairness of pay, that is, whether the salary level is in line with the contribution, whether what they get reflects the difference between individuals.In this study, on the basis of a systematic carding of the Competency Theory, Salary Theory and the research about Competency-Based Pay, We select the Mid-To-Top-Level Managers of the retail enterprises as the research object. After analyzing the characteristics of this group, the existing pay mode of retail businesses and its problems,we arrived the necessity and reality of setting up Competency-Based Pay Mode of quality of the Mid-To-Top-Level Managers in retail enterprises; and then used Behavioral Event Interview, questionnaires, etc. in sample companies, after doing date processing with factor analysis, the competency indicators of the Mid-To-Top-Level Managers in retail enterprises have been refined and builded. After that, this study first gave weight to various indicators of competence by AHP, second discussed the process of evaluate competency level of the Mid-To-Top-Level Managers in retail enterprises with fuzzy comprehensive evaluation method, at last described the linking methods of competency and pay, that is setting up competency-based pay mode of quality of the Mid-To-Top-Level Managers in retail enterprises, also illustrate the process of building and the issues which should be pay attention to in detail.
