Study On Regional Independent Innovation

The national science and technology conference, opened on Jan.2006, clearly pointed out the ambitious goal of adhering to the road of independent innovation with Chinese characteristics and establishing an innovative country. How to strengthen the ability of independent innovation, to develop a new industrial road with high technology content, good economic returns, low resource consumption, little environmental pollution and full play of the human resource advantage, and to build national(regional) independent innovation system has become the most important thing in the technical and economic work for all levels of governments. Minhang District, although formed the construction of regional independent innovation with the efforts in a period, making positive contribution to technical innovation and economic development of Shanghai city, even the whole country. But there still exist deficiencies, and many things need to be improved. Therefore, study on building regional independent innovation of Minhang District has theoretical and practical significance for enriching regional independent innovation theory, further promoting regional independent innovation, also coordinating economy and integrating development.Local government, as an important main body of regional independent innovation system, plays a key role in building independent innovation system. The thesis defines the subject location of content, feature, mode, mechanism, and other elements of regional independent innovation by theoretical overview; offers that in regional independent innovation system, enterprises is focus, institutions of higher education is parent, scientific research institutes is essential component, intermediaries is important carrier, local government is center; get the analysis of the strengths and problems, concerning industry enterprises, government, and market, via study on Minhang's regional independent innovation system and industrial development; obtain some revelations for domestic reference from analysis and comparison of independent innovation with foreign countries. At last, the thesis combines theory with practice and gives about 5 aspects (totally 15) of solutions and suggestions for local government to give the full play in regional independent innovation. 1. To give play to the functions of the government's public investment, includes increasing financial science and technology input, strengthening the direct support for small and medium technology enterprises, highlighting the innovation infrastructure and perfecting government procurement mechanism; 2. To give play to the functions of government's co-ordination and guide, involves setting out the strategies of independent innovation, training regional characteristic industry groups, correctly guiding risk investment, supporting the tax and finance intensely; 3. To give play to the functions of government's organization and coordination, like deeply pushing cooperation among industry, university and research, building scientific and technical intermediaries service system; 4. To give play to the functions of government's system construction, contains dressing government management mechanism, implementing effective evaluation of scientific and technical policies, highlighting intellectual property protection; 5. To give play to the functions of government creating environment, consists building the team of talented people, providing cultural environment of independent innovation.
