Research On The Evaluating And Promoting Of Independent Innovation Capability In Shandong Province

Independent innovation is not only the core of regional competitiveness, but alsothe fundamental approach of building an innovative region. In the context of theimplementation of innovation-driven development strategy and the transformation ofeconomic development mode in the eastern part, building the regional innovationcapability evaluation system, empirically evaluating the independent innovationcapability level in Shandong Province, analyzing the influencing factors, on this basis,to explore the countermeasures to enhance the independent innovation of Shandongprovince, which is of great theoretical and practical significance in the process ofaccelerating the transformation of economic development mode and achieve scientificdevelopment.This paper takes the evaluating and promoting of independent innovationcapability in Shandong Province as the research object. It is divided into the followingfour aspects: firstly, put the innovation as the main line and carry out a simple sort ofancient and modern theories on innovation, try to form a system, in the meantime,make a systematic summary and analysis of the research status on regional innovation,independent innovation, regional independent innovation capability. On this basis,define the meaning and essential characteristics of the capability of regionalindependent innovation, analyze the constituent elements of regional independentinnovation and the interaction between them; Secondly, combine the preceding theoryand the actual situation, construct the evaluation system of the innovation independentof Shandong Province, On the basis of questionnaire and empirical screening. Finally,build the evaluation system including5first class indicators and27secondaryindicators; Thirdly, empirically analyze the capability of the independent innovationof Shandong Province, combined AHP with the standardized data from2003to2012to calculate the level of independent innovation capability in Shandong Province.Found that the independent innovation capability fluctuated in the decade, especiallyin2008, among the five criteria of the evaluation system of the independentinnovation capability in Shandong Province, only independent innovation inputcapability grew slowly in the decade, innovation output efficiency has significanteffects on the independent innovation capability in Shandong Province, including high-tech industry output efficiency fluctuated violently in2008-2009;Fourthly,Aimed at the problem found forward,for example the imperfect innovationenvironment, the policy which support innovation is not in place, the awareness ofinnovation is weak, inadequate financing, industry research disjointed and so on,propose the countermeasures from market mechanisms, corporate, financial support,industry clusters, platform of research and development, the introduction and trainingof high-end talent to enhance the capability of independent innovation.This paper focuses on the systematic analysis and construction of the evaluationof independent innovation of Shandong Province, then use scientific methods to givea empirical evaluation of independent innovation capability and innovation efficiencyof Shandong province, explore the measures to enhance the capability. The maininnovations include: firstly, combine the preceding theory and the actual situation inShandong Province, construct the evaluation system of the innovation independent,choose the efficiency of innovation output as a secondary index, also makes acalculation and evaluation of the efficiency of knowledge innovation, the efficiency ofhigh-tech enterprise innovation output and industrial solid resource efficiency, so thatthe evaluation of independent innovation capability in Shandong Province is morecomprehensive.
