Research On The Role Of Government In Regional Independent Innovation System

Improving the capability of independent innovation and speeding up the technological progress is the key to adjust the economic structure and change the mode of economic growth. Let regional independent innovation system play the leading role fully in the national independent innovation system, identify the main functions and roles of the various innovative parts in the regional independent innovation system, achieve the sustainable development of regional economy. Our government gradually deepens the implementation of the strategy in independent innovation to improve international comprehensive competitiveness and then it can form a new situation of China's independent innovation. Therefore, the role of the government in the regional innovation system is essential.Firstly, this paper summarizes the relevant theories of independent innovation and regional innovation systems at home and abroad, then analyzes functional position of the various innovative parts in the regional independent innovation system, on the basis of learning and using successful experiences for reference on the role of government in typical independent innovation systems at home and abroad, uses factor analysis method to establish evaluation model for the role of government in regional independent innovation system. At last, basing on the relevant research projects, the author makes an empirical research on Anhui Province as an example with comparing with the other 10 provinces and cities synchronously. Through the empirical analysis, the paper finds out the main problems existed in the role of government in regional innovation system in Anhui Province and presents countermeasures and proposals, such as improving the construction mechanism of human resources system, establishing the cooperation mechanism among enterprise, university and research institute, implementing the preferential policy of financing, achieving regional cooperation, optimizing the industrial structure, strengthening intellectual property protection.
