| The integration process throughout the world is constantly promoting the transfer of international industry in-depth, industrial restructuring is becoming a major worldwide industrial restructuring engine, and embodies the dominant direction of the upgrading of industrial structure. After world economy has experienced large-scale transfer in manufacturing industry, the wave of transferring of software outsourcing services on behalf of the service sector is also coming.China attaches great attention to the strategic development of software outsourcing industry, and these years, the local governments with their own advantages, remain high growth in this industry. However, market mechanisms alone cannot meet the requirements of industrial development; governmental support in the meantime played an important role. To achieve industrial restructuring, governmental functions are particularly critical.This thesis analyzed the Shanghai Municipal Government in the development of software outsourcing service in the participatory approach through theoretical explanation and comparative analysis research methods, summed up the characteristics of the current software outsourcing services, pointed out the governmental functions and role in software outsourcing services and especially about how to effectively play the role of industrial functions and promote the development of software outsourcing business. |
