Studies On The Strategy For Promoting The Building Of Technology Innovation System In Panjin City By Enterprises-universities-researches Cooperation

Nowadays, science and technology have become more and more the leading force to impel the development of advanced productive forces, independent innovation is the essential support to the economical and social development. Enterprises-universities-re-searches cooperation, exerting sufficiently the integral advantages of enterprises, universities and research institutes, is the cooperation and integration in respects of function and resources superiority of research, education and manufacture, which differ in social division of labor. In small and middle cities, the capacity for technological innovation is weak comparatively, so it is important especially to insist on the route of industry-academy-research cooperation.This thesis took the orientation and connotation of regional technology innovation system as its starting point, relied on theories related with enterprises-universities-resea-rches cooperation and the building of technology innovation system in small and middle cities, drew lessons from the existing practical experience in building regional innovation system in those cities, put forward the basic policy to promote technology innovation system in Panjin City by enterprises-universities-researches cooperation.In chapter1, the author summarized the existing document materials, expound the background, the significance, and the research methods of the thesis. In chapter2, the theories related with enterprises-universities-researches cooperation and technology innovation were discussed combined with the correlative concepts about enterprises-universities-researches cooperation and technology innovation. In chapter3, the author also analyzed the actuality and problems in the technology innovation system of Panjin, and the strategy for promoting the building of technology innovation system in Panjin City by enterprises-universities-researches cooperation was put forward in chapter5.The first is to give guarantee to the building of technology innovation system by government's macro-guidance and the perfection of the policy and laws. The second is to establish enterprises' subject position in enterprises-universities-researches cooperation and technology innovation. The third is to build public services platform and optimize circumstance for science and technology innovation. The fourth is to enhance the capacity for independent innovation by perfecting the coordination mechanism of the translation of scientific and technological advances and implementing the demonstration project of enterprises-universities-researches cooperation. The final is to promote the construction of technology innovation system by building a pool of talent.
