As the technological advancements and the improvement of the social productive forces, the process of economic development has been accelerated by the constant creation of material wealth. At the same time, the rapid energy consumption and the resulting environmental problems began to become increasingly prominent. The manufacturing industries which are the material basis of the national economy and the main part of our industry are also facing pressure on scarce energy resources. A large proportion of energy consumption makes the manufacturing widespread concerned on the aspects of saving energy resources, environmental protection and green manufacturing.Energy utilizing efficiency that is an important index on the energy using situation is a measure of the manufacturing industry in energy consumption. In this paper, the statistical measure of energy efficiency methods were studied based on the consideration of environmental pollution. And then, the effective factors of the manufacturing are further explored. These researches would provide policy advice and reference on improving the energy efficiency and reducing the pollution in order to achieve economic growth while reducing the expense of environmental quality.The paper has six chapters. It unfolds as follows. At first, the actual situation of energy consumption of China's manufacturing industry had been analyzed. And then it presents the necessity and urgency of improving the energy efficiency. Before the empirical analysis of the energy efficiency it had introduced the basic theory of the DEA model. On this basis, the traditional DEA model was improved, and then two super-efficiency DEA model had been considered. They took the pollution as the input variable and non-disposal of non-expected output variable respectively. Using 2002-2007 data from 28 manufacturing industries the two different models obtained almost the same energy utilizing efficiency ranking. After a few of analysis, the conclusion is that two kinds of SE-DEA model are feasible either in theory or in practice. After reaching these conclusions, it used 2002 to 2007 in 28 industries'panel data to analyze the factors of energy utilizing efficiency. This analysis divided the entire manufacturing industry into three groups according to the value of the efficiency. The results show that energy structure and the level of technical support and the nationalization as well as foreign investments is important factors. Three groups have different factors and varying degrees.The innovation lies in this:According to the manufacturing process it introduced all the energy inputs and taken the structural factors of energy into account. This breaks the limitations of single energy input. By referring and improving the SE-DEA model, it makes a complete ranking of all DMUs. In these models, "three wastes" emissions in the process of manufacturing production have been considered. This can make energy utilizing efficiency better reflect the environmental situation in industry.
