With China’s rapid development of society and economic, the rate and scale of energy resources exploitation are growing. At the same time, the environmental problems are more prominent. It can be said that the economic development is costing the environment, and the environmental problems have become the bottleneck of economic development. The environmental cost’s estimate of energy resource exploitation qualifies and monetizes the environmental problems in the process of energy resource exploitation, which is the effective way of China’s economic sustainable development.In this paper, based on the concept discrimination of environmental cost and the comparative analysis of environmental cost assessment, obtained the scope and the merit and defect of environmental cost assessment, identified the environmental issues of energy resources exploitation, the parameter system and evaluation model of the environmental cost’s estimate of energy resources exploitation is initially established, and it was applied to Yulin which is the national base of energy and chemical industry. Yulin is very rich in energy resources, but in the process of resource exploitation, it brought serious environment damage. Based on the data of2008, the environmental cost of Yulin energy resources exploitation was estimated with the parameter system and evaluation model of the environmental cost’s estimate of energy resources exploitation. The conclusion is that the environmental cost of Yulin energy resources exploitation is12.65billion RMB yuan, accounting for12.5%of GDP, energy resources (coal, oil) exploitation per ton would bring the environmental economic loss of78RMB yuan on average. Enhancing environmental protection while developing economic, establishing the green GDP accounting system, setting the ecological compensation standards reasonably, reforming the single industrial structure of resource-based city were proposed.
