With the cruelty in market survival environment, enterprises must shorten the period for filling in vacant positions. As for enterprises, if they couldn't fill in those vacant positions as soon as possible, it is undoubtedly to affect their day-to-day operations. On the other hand, due to relatively scarcity, for those talented people with high-quality in market, when they apply for corresponding positions, there are always several enterprises that can provide the same working conditions entering the lists. If the enterprise spends too much time on dealing with the resumes, it surely reduces the chances for enlisting talented people with high-quality in the enterprise. Therefore, in order to have an advantage in competitions and obtain these talented people, it must shorten the period for filling in vacant positions as soon as possible. However, owing to the influence of various causes, time control of recruitment processes in many enterprises is not so satisfactory. During so many controllable causes in enterprises, the most intuitive method is to do human resource planning or adjusting on recruitment number so that based on certain cost, the time spent on dealing with the resumes in filling in vacant positions could be shortened into a appropriate range, which will increase competitiveness of enterprises in employment market.In general, this paper makes human resource planning on recruitment number. It mainly focuses on making decisions on recruitment number while other matters about personnel structure or quality are not considered in this paper. Many researchers use regression analysis or business process analysis to decide employee numbers. But vacant positions in enterprises appear relatively random, and that would increase the difficulty in making scientific decisions and derease the accuracy of finalizing personnel numbers. With considering the whole recruitment process, this paper takes advantage of queuing theory to construct decision Model of recruiting number in enterprises and make statistical analysis of the distribution of position growing and personnel loss in ABC Company. After acquiring relative parameters and comparing system operation criteria influence by increasing to decreasing recruitment number, a reasonable solution is obtained for decisions on recruitment number under restricted conditions in ABC Company. By analyzing the conclusions, we could see that proposed model is useful and effective for ABC Company to make decisions scientifically.
