In recent years it has become increasingly recognized that information is the most important strategic resource that any organization has to manage. Key to the collection, analysis, production and distribution of information within an organization is the quality of the Information Technology (IT) systems and IT services provided to the business. It is essential that we recognize that IT systems are crucial, strategic, organizational assets and therefore organizations must invest appropriate levels of resource into the support, delivery and management of these critical IT services and the IT systems that underpin them.Many advanced enterprises like Banks or Telecom companys had built IT Service Managenment (ITSM) System.However, put ITSM into practice,it is a revolution of IT management, involve the exterior and interior environment of the IT Service,and affect the IT Service work of each level.So, this makes IT Service organization meet many Problems.In the current environment of eagerness and uneasiness,an organization can hardly make the right decision and choice in reasonable manner to implement ITSM.This often affect to a large degree the success restrict the popularization of ITSM. How to implement ITSM sueeessfully has been a Problem for organization that takes ITSM. This makes the research to risk management in ITSM, application seem to be increasingly important. ITSM application leads to a series change in IT Service philosophy, operation processes and organization culture. It brings to organization advantages of new thought and technology,and non-adaptation as well. For this,management and control must change as ITSM implementation Proceeding.This paper give us a mode how the ITSM is Processing in organization'structure,how to manage this risks and control the procedures to be success.The main outcomes of this paper are:Firstly,Put forward a new model for risk management in ITSM Implementation. ITSM ImPlementation is a dynamic process to upgrade the IT Service of enterprises.It needs a series of adjustment in the organization, including alignment, match and congruence, to make success for ITSM implementation.Secondly,the model for risk management in ITSM implementation can be used as IT govemance practice and guideline.Thirdly, this Paper gives us an explanation why'IT Paradox'exists.
