Transportation is linked to the national economy and social development, which is accompanied with development of human society continually impacting the development of far-reaching and broad-based industries. Highway planning and construction is the basic planning and construction involving the people's livelihood and its construction of large investment cycle is long, spread wide as well as reversible poor. During the road transport major construction projects and huge development period in China, the road network accessibility evaluation about the basic functions of the system runs through the highway network planning every important aspect, which has become the important content regards as domestic and abroad science and technology highway workers learning.Including space accessibility and transport accessibility, accessibility evaluation is related to many factors, and many scholars have done a lot of researches successfully for space accessibility. It is well known that the basic purpose of the construction of the road network is transportation, so it regards the possibility that just ensure the interests of the main body of the transportation demand. Therefore, transportation demand clarifies the requirements of network further in order to rational allocation of resources to achieve the reasonableness of the entire national economy through an economic analysis of it. In other words, it is only based on ensuring the transport users'economy satisfied with the economic rationality of the "Da" that is the effective "reach." This article is aimed to further clarify the economics of transport demand requirements through value-based flow theory analysis in order to achieve economic rationality, reflecting truly efficient transport demand of the road network to the evaluation of accessibility objective.For these reasons, this paper describes the accessibility and value stream theory initially, according to the objective theory that transportation demand completing the displacement driven by the main body interests. It analyzes the economic of transportation users deeply, and based on the realization of economic benefits of different transportation needs as well as the transit time of the relationship between the defined categories of transportation needs. Moreover, there is a combination of quantitative and qualitative methods used in order to achieve the goal to maximize economic benefit for operating different types transportation demand with a different assessment methods which are targeted to the node accessibility evaluation. Thus, when the further research filled with the economy of transportation users as a precondition, the national economy of the road network evaluation ultimately achieved with the view to evaluation of highway network providing a secondary reference model. Thereby, it enhance the reliability and scientific of road network accessibility evaluation.
