BOT+EPC mode has being an emerging mode of the domestic profit-making highway construction and management. The general contractor, who is the actual implementer of EPC construction, has been absorbed in BOT investor consortium, thus endows general contractors as double-identity of both "owners and general contractors ". Under BOT + EPC mode, the control cost method becomes very complex because of this double-identity. General contractor is difficult to control the key points within this new mode, thus the difficulties of its cost control increased, thus become hard to conduct. In this thesis, the following research has been done to solve this cost-control problem under the BOT + EPC mode.Firstly, combining with the contrastive analysis of the cost control in traditional EPC project, the characteristics of highway project cost control under BOT + EPC have been studied, we find the characteristic requirements of the cost control of general contractor.Secondly, combined with the characteristic requirements during the whole life cycle, taking the present difficulties in control the key points into consideration, a full-life-cycle cost-control system of influencing factors has been constructed for the general contractor. Inherent relationship between influence factors has been studies based on Interpretative Structural Modeling Method(ISM), which leads two dominant influence factors in the cost control system: " Cohesion between Design and other stages " and " Construction Quality of Engineering ";Finally, based on " Cohesion between Designing and other stages " and " Construction Quality of Engineering ", along with the theory of Whole-life-cycle Design and Fuzzy Quality Earned Value Method, propose a cost-control method during the process of design and construction of high way, solves the cost control problems under the double identity of general contractor.
