The whole life-cycle cost management theory is a new directional cost management theory, and it is a thinking and supporting tool for decision that can help decision-making and design consultants consider the construction costs and operation and maintenance costs, and achieve more scientific design and a more rational choice of building materials, and realize the minimum whole project life cycle cost ultimately.Using the project life cycle cost management model has gradually matured in China; the whole life cycle cost management model should be feasible in our country. The whole life-cycle cost management model can enhance our cost management; improve the investment decision-making and accurate the project cost for the whole life-cycle control significantly. Despite the existence of many obstacles in using whole life cycle cost management, but through the project's participations and the government project cost management policy's support, we will succeed.The whole life cycle cost management theory and the office buildings of its own characteristics will be combined in this paper, and the whole life-cycle cost management will be application in the office projects. Its purpose is the introduction of the whole life-cycle theory to the office project operations, by improving the traditional office project construction cost management mode and method, the entire office project life cycle costs minimized, to improve the social and investment returns, so that the limited funding will be more effective, thus proving the whole life-cycle cost management model is reasonable and superiority, and the application of whole life cycle cost management model is feasible and necessity in our country.The main content and the new ideas of the paper lies in: the first, constituting the framework of the whole lifecycle engineering cost management, which is fit for our project office building, and analysis's the whole lifecycle management project cost implications, features and content of the office project. The second, in the full researching of the standards of project period dividing. And it combines the actual situation of office projects; it divides the entire process into the stage which suits the project life cycle management and definite the corresponding stage of the project cost management. The third, it is necessary to knowledge the office project life cycle and life-cycle cost analysis and calculation, including the defined of office project's life cycle, and the basic concepts necessary to design of life cycle cost, and identified the life-cycle cost analysis of the costs involved in each area, and the function and the formula of the corresponding cost, and the life-cycle cost of the process of steps, and the life-cycle cost of the mathematical model. To form a unified office project life cycle phases of the project cost and the unified calculation method, which gradually formed office project life cycle cost database for our office buildings cost management services. The forth, office project life cycle cost forecasting and controlling, it lies significance in the whole lifecycle cost management theory. Through implicating the model of the life cycle cost estimation and controlling, to provide office projects cost projections and to update constantly. The completed project's cost information can be used on the proposed project to determine the project cost, and calculates the proposed project initialization construction costs, future operating and maintenance costs, which are for the life cycle costing; it realizes the application of full life cycle in the office project cost management in the end.
