Engineering Change Management By Document Control Centre

In EMS(Electronics Manufacturing Service) industry, on the one hand EMS giant companies maintains the lead status of manufacturing of telecommunications and computer, on the other hand they expanded to manufacturing service for CoPS (Complex Product and System) industry of the aerospace, industrial control, medical and other high value-added, high-tech and high-end manufacturing service product. But the products of EMS industry in Chinese mainland are mainly low value-added consumer electronic products, communication aids, computer equipment and peripherals. China should upgrade industrial structure from a manufacturing base of a consumer, labor-intensive electronic products to a manufacturing base of the global hi-tech CoPS.China is mass manufacturing country of the low-end and traditional products, not manufacturing great power of the high-end CoPS. We have fallen behind in CoPS manufacturing. There is a large gap of CoPS proportion of total industrial output value compared with developed countries. A large number of CoPS rely on import in China. It admits of no delay to upgrade China's industrial structure by developing high value-added CoPS.Effective engineering change management is precondition to maintain the manufacturing data integrity, consistency and traceability and to ensure the enterprise applications such as ERP and business activities in good running. Therefore, engineering change management is an important business in company production and operation activities. Project Management mode in EMS company base on engineering change management is effective way to manufacturing CoPS. By reviewing the relevant articles, this paper analyzes the background of EMS, CoPS, PKM, PLM and ECM and discussed their relationship.This paper proposed to set up the professional department to control documentation information flow, document control centre, in company according to the ideas of too much attention on the document control work of overseas-funded enterprises. We revealed favorable solutions in the terms of the necessary, concept and job description of document control centre and pointed out engineering change management is important role of document control centre. Furthermore, it gave the reflection on information work of document control center and concluded the document control center is belong to enterprise information center and can be developed to enterprise competitive intelligence center.Based on many years practice of engineering change management in foreign company, this paper provided one engineering change management case of CoPS product in EMS company , discussed in detail the actual process of engineering change management in multinational corporation and the functions of document control in engineering change management.Based on the literature and practice, this paper summarizes the supplier chain mode and program work flow for CoPS manufacturing in EMS Company. This paper proposed the mode of knowledge flow and product data and BOM structure in engineering change also. Finally, this paper proposed engineering change management flow and product knowledge management mode based on engineering change management in EMS Company.
