With economic growth, energy supply and demand gap will increase gradually, energy and electricity supply will face important challenges. In this situation, hydropower as an important renewable energy has been widespread concerned in the community. Reform of the power system makes diversification in hydropower investment, construction, and operation management, accelerates the development of Chinese hydropower industry, especially the development of small and medium hydropower stations. In addition, the modern station management trends to"unattended, less people on duty", hydropower stations safety management as a basic work has been given higher requirements under this situation.Absorbing domestic and foreign research results, based on the analysis of Chinese small and medium hydropower stations safety management situation, total productive maintenance refferred to as TPM, and its ideas were introduced and the issue of small and medium hydropower stations safety management based on TPM had been proposed.Summary of papers at home and abroad in hydropower safety management and TPM had been done, the situation of small and medium hydropower stations safety management had been summed up. On the basis of safety management, problems of small and medium hydropower stations safety management were analized. With the introduction of TPM, small and medium hydropower stations safety management based on TPM and its characteristics were put forward."Four systems, three mechanisms, and an evaluation"were included in small and medium hydropower stations safety management based on TPM:"four systems", invoving site safety management, equipment safety management, control of human safety behavior and safety culture establishment, were designed by the combination of TPM and stations safety management, according to crossover theory;"three mechanisms"were designed to ensure the implementation of the"four systems", they were organizational mechanisms, institutional mechanisms and incentive mechanisms;"an evaluation"was a comprehensive set of evaluation index systems and methods designed from safety human factors engineering, production equipment, safety management and safety culture to evaluate the safety of the stations.The theory achievement in this thesis eventually was applied in the safety management of YXW hydropower plant in Sichuan province. It started with the organizational structure attached TPM function, went with site safety management, equipment safety management, standardized operation, shift learning team establishment, performance evaluation and incentives, safety culture establishment on the basis of the implementation of TPM and proposal activities. It could be provided as reference for other stations or companies in TPM implementation and safety management.
