Today the commercial environment is becoming more and more dynamic and competitive. It is rather difficult for firms to maintain the long-term sustainable competitive advantage. More and more research result and commercial practice show that firms must apply strategic actions and entrepreneurial actions synthetically and effectively. Strategic actions are help firms to develop and exploit current competitive advantage while entrepreneurial actions are to exploit opportunities for firms to create competitive advantage in the future. So Strategy Entrepreneurship which integrate the both is to find competitive advantage from strategy view and to find and create opportunities from entrepreneurship view. It can actuate firms to make its qualification and circumstance matching dynamically. Through this process can firm develop and enhance its performance. Recently, Doctor Sarasvathy has put Effectuation theory forward. This will help us to analyze Strategy Entrepreneurship though a totally new view.First in this paper we summarized Effectuation theory, then presented the emergence,the meaning and the gradual progress of Strategy Entrepreneurship. Based on the two theories, we discussed what we can find if we take Effectuation theory into the research of Strategy Entrepreneurship. And last we put a Strategy Entrepreneurship framework based on Effectuation theory forward. The core of the theory is not to find opportunities which are already there, but to create.
