Research On Strategies To Promote Entrepreneurship To Create More Jobs In Dalian

Employment is vital to people's livelihood. Entrepreneurship is the lifeblood of economic and social progress; it's also the multiplier of employment. China is the world's most populous country and the largest marketing economic country. Expanding employment and encourage entrepreneurship has a special significance in China. The Seventeenth National Congress of the Communist Party of China (CPC) reported "Implement a development strategy that promotes job creation and encourage entrepreneurship to create more employment opportunities". From the perspective of government management, the paper analysis the employment situation in Dalian, the effects of entrepreneurship to create jobs, the obstacles that entrepreneurship faces, and then put forward corresponding countermeasures.The paper show that in recent years the employment kept growing in Dalian, with the employment structure continued improving. The study also shows that since 2003 the ability of economy to improve employment growth appeared obvious weakening, due to the investment-driven growth model. The employment elasticity declined from 2003 to 2009. From the short term, the local government should establish a new concept of entrepreneurship and encourage more people to start their own business.The paper also showed that compared with the rest of sub-provincial cities, the level of entrepreneurial activity in Dalian is not high. Encouraging entrepreneurship in Dalian is facing many problems:the entrepreneurial enthusiasm of residents is not high, the government did not attach enough importance on entrepreneurship, funds to support efforts of the entrepreneur is not large, the training of entrepreneurs needs to be strengthened, business services and the needs of entrepreneurs is incompatible. The paper recommends that:strengthening organizational leadership, creating a strong entrepreneurial atmosphere, implementing a policy system to support entrepreneurship, further optimizing business environment, increasing entrepreneurship training efforts.
