Suburban Tour, as a new fashion of tourism it has been attracted more and more attention in recent years. Nowadays, cities were full of crowding,pollution and stress, so people who live in there are eager to seek their own truly relaxation by visiting the very beauty of the nature. Those people who got the real needs are gradually considering the suburban of Shanghai as the ideal place for its advantageous location and unique resources. Suburban Tour, has already start to changing our lives.Tourism policy guides the development of tourism industry, optimize the basic principles and institutions,policies and measures in general, it is the basic means of adjust tourism economy structure by government and have important significance to promote healthy and rapid development of tourism. The researchers have provided lots of the reports related to these policy in the past few years, but only few of them has concerned with the suburban tour. Now, China's suburban tourism in the booming good situation, it has an urgent need for suburban tourism and related policies of China in-depth research.After 90s of 20th century, Shanghai's government tried great efforts to made combination of industrialization and urbanization of suburb through town planning and policy guidance. The significant results showed that lots of large scale commercial programs decided to settle themselves in suburb, and it greatly improved local employment status,commercial business,traffic communication,real estate,recreation and entertainment. Now with its advanced production and service facilities, suburb is becoming the most potential area of Shanghai. Therefore, the brighter future of tourism will be further revealed.In this paper, for the study of Shanghai suburban tourism, based on this great city's specialness and characteristic, stand on the interactive relationship of suburban tour and cosmopolitan tour, expounded the significance of researching suburban tourism policy. Survey from the governmental perspective to reveal the existing situation and problem, such as: the obvious contradiction between resource development and environmental protection, government funds should be strengthened to support efforts, tour information management is lagging behind and tec. In the basis of learning the advanced experience of other cities, proposing the strategies and measures to speed up tourism development in Shanghai suburban, such as: Innovative mechanisms for agricultural tourism operation, establish and improve tourism management system, using government policies to increase financial support and tec., in order to establish the theoretical principle not only for the good purpose of assist advance Shanghai suburban tourism's development in swift,healthy,sustainable ways, but also set an example as referential experience which may be referenced by others.
