From the ideological and socio-cultural level, American individualism and egalitarian ideologies have effectively promoted the formation of the U.S. new welfare model, and have also laid the foundation for its relatively well-developed staff training system. From the policy level, the U.S. government take effective and normative means of promoting the employment of workers and the process of corporate training, and promoting the development and maturation of the labor market, and providing normative support for staff training. When employers and employees make conflicts and frictions and face major crises, both sides' compromise and coordination are the fundamental solutions to problems. U.S. joint labor-management training model is a new training approach which is based on full respect and cooperation between employers and employees. Compared with traditional method in terms of staff training, this training approach regards the employees' need and growth as the core, and emphasizes active participation and equity of employees. Joint training formed under the specific background is the product of the interest game among enterprise, worker and government. They form mutual incentive and restraint mechanisms. If employers and employees could choose win-win cooperation strategy depends on the mutual internal constraint mechanisms and external mechanisms. As present of the interests of the working class, trade union should be actor of interest expression among three actors. Effected by globalization and financial crisis, trade union's influence has declined. Key factors of enhancing union's power lie in their unity and ability of responding to changes.American Joint training between United Auto Workers and Ford Motor company, Wisconsin regional training partnership are American model of joint labor-management training. The successful development of training programs can not do without broad social support, including financial support and policy support. Good communication mechanisms and exchange mechanisms between employers and employees can overcome obstacles to cooperation. The two stories reflect the characteristics and superiorities of joint labor-management training.Chinese current enterprise training is still at primary level. The status of the staff are relatively marginalized. The role of trade union is of vacancy and dislocation. With adjustment of Chinese industrial structure and transformation of economic growth mode, the needs for training will be increasingly strong. Trade union, business and government should play a active role in the staff training. They should enhance the social status of workers, and strengthen communication mechanisms between enterprises and employees, and develop uniform training standards in order to raise work productivity and make great contribution to build a harmonious society. This paper mainly discusses the U.S. joint labor-management training programs, and discusses our current training system and trade union's role from comparative analysis. It makes a bold attempt to analyse the possibility of joint labor-management training in our country. Try to provide some inspirations on staff training and trade union's role.
