| Under the guidance of China's "information technology to stimulate industrialization" strategy, the communication industry has applied project management's ideas and concepts to telecommunications construction project management, but it's level is still relatively backward in comparison with other industries. Faced with the changes in market demand and increasingly fierce competition, especially the global financial crisis in 2008, telecommunications companies need to promote the construction project management, also need to understand their project management level and position themselves. Therefore, there should be a benchmark which can analyze and evaluate the level of project management and help to enhance the project management level.Combining the telecommunications engineering construction project with project management maturity theory, this thesis attempts to explore the evaluation model which complys with China's national conditions,aiming to find a way to upgrade China's telecommunications construction project management level.Based on the background of telecommunication company construction projects, this thesis analyzes the telecommunication construction project's character, construction procedures and life cycle. Through researching a number of telecommunications companies, the reason why China's telecommunications company construction projects management level is low is revealed. The main reason is analyzed deeply. By conducting investigations and studies into project management maturity models, China's telecommunications company construction projects management maturity concept model is built. The 11 key elements is extracted from 50 questionnaire surveys, which are filled our by experts who have been engaged long in telecommunications construction project management, corporation executives, project managers. The elements comprehensively reflect the whole process of construction project management. Every key element is defined in terms of the goal of maturity levels. The telecommunications company construction project management level is evaluated by the analytic hierarchy process and fuzzy method. Through the evaluation, the conclusion is that the project management theory, method and tool are not used successfully, the understanding of the theories, methods and tools is still at a growing stage. |
