China’s real estate industry plays a leading status in the national economyand its rapid development puts forward higher requirements to the level ofenterprise’s management, especially the project management ability. Projectmanagement maturity evaluation provides a framework for assessing andimproving the organization’s project management level by measuring currentstatus of project management level and drawing up promotion plan. This papertries to set up scientific evaluation index and method and to build thereasonable project management maturity model for Greenland Group’s JinghuCentury City project, which not only was significant to the company, but alsohas a positive meaning for other real estate enterprises.Based on consulting extensive relevant data and finding out the key factorsof influencing the status of China’s real estate projects and Jinghu Century Cityproject, the paper firstly determines the evaluation indexes and standardsthrough the methods of expert interview and questionnaire survey. Then theweight set of evaluation index is calculated by using analytic hierarchy process(AHP) and Delphi method. Finally the comprehensive evaluation value iscalculated and the evaluation results are analyzed, concluding thecorresponding improvement suggestions by using the fuzzy comprehensiveevaluation (FCE) method on the basis of the evaluation value given by theexperts.According to the calculation results from using the built model, the overallproject management maturity of Jinghu Century City project belongs to thetransition stage from Standard to Mature, which means that the projectmanagement form has been formed, the standardization degree of process andinformation has been improved, the project management process is more soundand it will be gradually mature. From the perspective of each index, all exceptcost management reach the Standard, but none reach Maturity, which indicatesthe whole project management level needs to be highly improved. The low level of real estate project management in our country and the complicatedbusiness in Jinghu Century City project inevitably increases the difficulty ofthe project management. Therefore the paper proposes the leadership of JinghuCentury City project to segment tasks and processes, to absorb the advancedproject management theory and tools, to improve the informatization and riskaverse level, to concrete analyze the concrete problems, and also to regularlyinspect and continuously improve project management level.
