The Study On The Behavior Of Farmers Planting Constrained By Forest Cutting Management Quota System

Forest cutting management quota system is the country according to the principle of reasonable management and sustainable using, it is a basic management system prescribe the quota of the forest. Behavior of farmers planting not only constrained by natural conditions, human factors, but also constrained by the combined affect of policy factors which including forest cutting management quota system. By literatures, the paper analyze the forest cutting management quota system. Analyzing factors of the behavior of farmers planting with actual conditions, studying the impact degree to the behavior of farmers planting constrained by forest cutting management quota, and exerting the other plus factors, which is positive to help farmers planting.First, on the basis of analyzing the evolution of forest cutting management quota system, this research explores the transition of this system in China. Afterwards it performs descriptive analysis on the achievements and existing problems of aforementioned system in our country considering the content and the concrete implementation of the given system.Second, by collecting data through survey and analyzing through descriptive Statistics, the paper establish positive analysis, developed the notable factors which impacting the behavior of farmers planting by SPSS, and analyzed the impact of forest cutting management quota system to the behavior of farmers planting. Using the knowledge of Economics, Sociology, Psychology and Management to explain the notable factors of impacting the behavior of farmers planting.The third, conclusions can be drawn by analysis as follows. 1. In farmers participating forestation, restriction factors such as land, capital, labor force and site condition have greater impact on this activity. 2. Earning factors such as market price, protection and guarding (unlawful felling), cutting management system have lesser influence on farmers participating forestation. 3. Factors', such as forestation subsidy and land rent, influence on farmers participating forestation is intermediate, weaker than restriction factors but stronger than earning factor.At last, to cope with the issues, the paper provides options such as holding on the execution of cutting management quota system, expanding the methods of funds attraction and improving the farmers'cultural quality, realizing the"Pareto"of farmers'planting.
