Management Of Timber Harvesting In Zhejiang And Research On Farmers' Cutting Behavior Under The Restriction Of The Cutting Quota System Behavior

The logging quota management system is the core of the forest resources management,is to control the consumption of forest resources,increase the sustainable utilization of forest resources,forest resources and the total security implementation,to promote sustainable forest management,protecting the interests of forest manager,maintenance plays an important role in forestry ecological security.In the southern collective forest area,the timber harvesting behavior of farmers is restricted and influenced by many factors,such as natural factors,policy factors and so on.In this study,based on a systematic review and analysis of China's forest harvesting quota management system,Zhejiang County of Jingning province and Lin'an city based on two pilot counties(cities)logging field research,in-depth analysis of Zhejiang province and the case timber management condition,existing problems,analysis of factors of farmers' behavior and the influence of timber harvesting,put forward the reform the forest harvesting quota management system and policy suggestions.The main research process and conclusions are as follows:Firstly,systematic review and analysis of the connotation,evolution and current situation of forest logging quota management system in china.The evolution process and characteristics of the four stages of forest cutting quota management system in China are analyzed,and the implementation status and effect of forest cutting quota management system in China are analyzed.Analysis of Zhejiang Province timber management and policy status summary,two pilot counties(cities)logging based on field research,analysis of Jingning county and Lin'an City,two case of county(city)timber harvesting and management policy,based on the in-depth analysis of Zhejiang Province timber management policy problems.Including the approval formalities to be simplified,timber harvest index distribution management system is not perfect,the timber regulation is not in place,the commercial forest harvesting quota reform implementation effect is not obvious and other issues.Secondly,the analysis of Zhejiang Province timber management and policy status summary,two pilot counties(cities)logging based on field research,analysis of Jingning county and Lin'an City,two case of county(city)timber harvesting and management policy,based on the in-depth analysis of Zhejiang province timber management policy issues,including timber harvesting the examination and approval procedures should be simplified,the harvest index distribution management system is not perfect,the timber regulation is not in place,the commercial forest harvesting quota reform implementation effect is not obvious and other issues.Thirdly,field survey data of Jingning county and Lin'an City,based on the analysis of farmers' timber harvesting behavior,based on the analysis of the factors influencing the effects of timber harvesting farmers behavior,including the basic characteristics of household factors,basic factors,family system and policy factors,the main influence factors and analysis of farmers' behavior using the Logit empirical model of cutting.The results showed: the basic characteristics such as household farmers' age,education level,whether farmers in the village have a positive impact on perennial timber quota policy on Farmers' understanding;and whether the farmers are served as village cadres,farmers and other large factors of forestry,timber quota policy has some relevance to understand farmers.The household population and the number of agricultural labor on the basic factors of the farmers' families have an impact on the timber harvesting behavior.Forest fragmentation level will have a certain impact on the production and management of forestry farmers.whether it is aware of the need to handle the felling of timber logging,the impact of the farmer's timber harvesting behavior is positive,the difference between the farmers in the township on the impact of timber harvesting.Finally,a simplified timber harvesting approval procedures,improve the index distribution management system of logging,relaxation of pilot county cutting quota management regulations,improve the way of timber supervision,strengthen the implementation of recommendations of commercial forest harvesting quota reform etc.
