The Study On Hubei's New Rural Community Old-Age Insurance System

The rural community old-age insurance constitutes an indispensable part of national social security system. According to relevant statistics, by 2010, the total population of China will reach 1.36 billion, of which 900 million will be rural population. The rural community old-age insurance will then be directly concerned with the vital interests and democratic rights for all the 900 million farmers. It will also play an essential role in maintaining the stability of rural areas, promoting social progress and economic development as well as accelerating industrialization and urbanization. Rural community old-age insurance program in Hubei Province has made some achiecements while quite a few problems has also emerged in the process. In light of this, together with the impact on Hubei's social and economic advancement from industrialization ,urbanization and aging population, it is necesarry for Hubei Province to improve its rural community old-age insurance system.This thesis aims to study the status quo and features of Hubei's current rural community old-age insurance system on the footing of its provincial circumstances and try to provide targeted and rational counter measures on how to improve the system on the basis of the experience from pilot projects and the investigation the author carried out in the city of Yidu in Hubei.The thesis consists of all together six parts. The first part, the introduction part, elaborates on the background, significance, domestic and foreign study situations of rural community old-age insurance system as well as the basic thoughts, methods and innovative points of the research. The second part defines the related concepts concerning rural community old-age insurance and introduces fundamental theories in this field. The third part reviews the development of Hubei's countryside old-age insurance system and gives an analysis of its status quo. Part four is about how the pilot project is going on in the city of Yidu. The fifth part is making suggestion on how to improve the countryside old-age insurance system in Hubei Province. The sixth part concludes the thesis with an aim to arouse the government and the entire society to care more about and strenghen the surpport for the rural community old-age insurance program and take effective measures to properly solve the issues on farmer's old-age insurance, thus making some contribution to securing an effective,substantive and practical guarantee of farmer's survival and development.
