With the development of economy and comprehensive national strength, the government has gradually attention to rural social security issues. Rural social old-age security system’s significance is to guarantee the basic livelihood of farmers in old age, maintain the basic right to subsistence farmers. New rural endowment insurance system is the focus of the current government The Seventeenth Party Congress raised the requirements in the report of "accelerating the establishment of social security system covering urban and rural residents", "explore the establishment of rural social old-age insurance system".
