Encouragement is an important part of human resources management. During the constructional process of Daqing ethylene project, the technical personnel from project department are the staff for tackling project technical problems, who hold the most advanced professional knowledge and can continuously give new technology contribution to the ethylene project. So, we can say that the project technical personnel are key success factors for the project, which determine whether the project will have a high quality and smooth completion or not to a great degree. Therefore, to scientifically encourage the technical personnel from project department for Daqing ethylene project, and fully mobilize their initiative, enthusiasm and creativity to continuously improve performance and achieve the fixed target are a practical and meaningful subject.Encouragement theory is used in the study, and the problems were pointed out by the analysis and study on the current encouragement status for the technical personnel for the ethylene project, incentive status, mainly including: salary encouragement did not get the expected level, performance appraisal is not perfect, spirit encouragement is not effective, the thought idea is backward, education training encouragement is uncompletely, the occupation development channel is simple and the project culture is neglected etc.. Combined the characteristics of project technical personnel and the problems in the encouragement system, design the encouragement method for the Daqing Ethylene Project technical personnel in the aspect of salary encouragement, performance appraisal, personal development, cultural construction etc.. To establish the salary system based on the ability and performance by completing the pay system, reasonable distribution of bonus, systematically plan the welfare, establish the innovation reward and reward for special contribution etc.. establish the development encouragement system based on self-development for the technical personnel by the method of educational training, vocational management, project culture etc.. To ensure a good result can be reached during the implementation of the encouragement system, specific measures such as establishing the appropriate supporting systems, ensuring the scientificity of performance appraisal, changing management idea, ensuring project technical personnel quality, creating an advanced corporate culture etc. are also provided.
