During the 30 years since the reform and opening of China,they made tremendous contributions to the construction of socialist modernization.National policies bring opportunities to the development of township enterprise ,but also made them faceing many sorts of challenges. To develop township and village enterprises, attracting more rural surplus labor, it must rely on the government guidance, improveing layout space, adjusting the industrial structure, raising level of funds, technology and management and the construction of social security system, etc.
