Annual salary system is an important part of modern enterprise system. Annual salary system can effectively help enterprises to improve the operators' current salary state, establish the incentives which can conform to the management requirements of modern enterprises, define the operators'income to a reasonable level, fully encourage their enthusiasm and creativity, and promote the enterprises to maintain a sustained and steady development. Therefore it can constantly enhance their effectiveness and competitiveness.This paper first introduces the meaning of annual salary system and its theoretical basis, explains its characteristics and the meaning of its implementation, and analyzes the problems needed to be solved on the way of practicing annual salary system. After that, the paper employs comparative research method to analyze present annual salary system both domestically and overseas, and puts forward the ideological guide on operators'annual salary system in state-owned enterprises and its compensation structure. By the combined research of theory and practice, taking the career division of Qingdao Sifang Vehicle Research Institute Co.,Ltd. as the research object, this paper analyzes its operators'previous payment status before transformation, proposes an effective annual salary plan, and after three years practice, summarizes its influence and weak points, and indicates further research on this system.
