Landless peasant families in the current economic foundation is extremely weak, once the risk occurs, it will give individuals and families survive the crisis, which is not conducive to deepen rural reform and sustainable development of rural economy.Hebei Province has 6883.3 thousand hectares arable land, 42.64 million rural population, it is a major agricultural province, although the stability of the rural land contract relations, adhere to farmland protection system, and establish reasonable compensation for farmers whose land was expropriated mechanism has made great achievements. However, the implementation mechanism in the policy, employment policy and social security systems are still weak.Based on the investigation of the landless peasants'survival, development and social security aspects in Hebei Province, collating the information obtained, understanding the current status of landless farmers, analysis the influence factors of the social security expenditure of landless peasants to identify problems and put forward countermeasures and suggestions, to provide reference for decision-making departments, so as to solve survival and development problems of the landless peasants in Hebei Province lay a solid foundation. On the construction of a harmonious, stable and sustainable development of the socialist rural areas has important theoretical and practical significance.
