Research On Shenyang Landless Peasants Social Security Policy

With the acceleration of the urbanization process in China, the demands for land, the expansion of the city, the land acquisition efforts has gradually exacerbated. The land acquisition process caused a large number of landless peasants. The adapting process of passive changes about the production and life style may make an intensive feel dazed in this particular social group,which forced them to a vulnerable side.With the expanding scope of landless peasants and aggravating of landless phenomenon,the landless peasants has become a crucial problem accompanied with the process of urbanization. This paper draws domestic and foreign advanced study and practice achievements in support of the theory of exchange entitlements, analyses the current circumstances of Shenyang social security system aiming to landless peasants. The author also summarized and analyzed the present problems in Shenyang landless farmers social protection polices, on the basis of summing up the successful experience, and put forward a preliminary idea to the establishment of landless peasants’social security system in Shenyang.This paper is divided into five parts. The first part is a brief introduction on the research purposes, research significance, literature review, innovation points, research methods and other aspects. The second part is about the definition of related concepts and theories, which focuses on the definition of landless peasants and the concept of the social security policy, as well as Amartya Sen’s theory of exchange entitlements. The third part, the author makes an analysis and interpretation of landless peasants’ status and landless peasants’social security policy in Shenyang. In this part the collation of research data on the living conditions of the landless peasants in Shenyang is brought into play, also the classify of the current social security policy of landless peasants is included. In the fourth part, research finds the problems existed in the landless peasants’social security policy in Shenyang and analysis the deep level reasons In the fifth part, the author proposes solutions to the problems existing in the landless peasants" social security policy in Shenyang.
