Information technology is the strategic foundation and engine of national economy development. Program outline of the eleventh five-year plan of national economy and social development points out that it is necessary to promote economic social information level by actively pushing forward construction of information, giving impetus to industrialization by utilizing Information modernization and using Information to spur Industrialization. Telecom operators start full-service operation to explore the fusion of industrialization and information by stimulation of large-scale information network construction.It has been pointed by China mobile telecom group company in 2008 that developing information construction in full-service operation circumstance is the group customer service policy.The market strategy and counter-measure for the transfer of Gansu mobile company from telecom service provider to information service provider has been analyzed. The deficiency of the implementation of this group customer service policy of Gansu mobile company has been studied and the exact advice to improve the deficiency has been brought forward. The theory of information construction based on customer requirement has been put forward. Customer requirement of information has been studied in detail found on group customer requirement theory. Firstly, the product category of Gansu mobile company has been introduced in detail. Secondly function practice of Digital BaiYin City has been demonstrated focused on the relation between the information product and customer requirements. And then the strategic partner administration mode and developing measure of information service have been presented as well. The competition position of Gansu mobile company in 2010 has been studied using SWOT theory. The sales policy in group customer service has been analyzed based on 4P theory.Therefore the exact advices on improving information service of Gansu mobile company has been introduced in detail.
