| As global competition is becoming more and more fierce, project implementation has been an important way to improve management and gain competitive advantage. Recently enterprises have paid great attention to project management. An enterprise has to be aware of its ability and evaluate itself properly when implementing project management, thus how to assess the project management ability becomes the focus of an organization. Project management maturity model is the method to assess the ability and guide the enterprise to raise the level of its project management and competitiveness.Based on recent research and taking various factors into account this paper constructs an evaluation index system of an organization according to the project management maturity model and then adopts the comprehensive evaluation method with variable weight to do some application research which are as follows:At the beginning this paper introduces the background and significance of the research, defines the research objects, builds the research framework and sorts the research ideas; The second chapter reviews recent research on the evaluation of project management ability both at home and abroad and then makes further research on the project management maturity model by analyzing the type, structure and content of it and summarizing the related evaluation methods.The third chapter investigates project process management which is the key element of project management ability of an organization. Based on the project process management, the project management maturity model can identify the project maturity factor and regard it as a key index of evaluating the ability of project management. As there are many factors that affect an organization's project management ability, this paper brings the organization and the result of the project in to build a complete evaluation index system of the project management ability. Then the paper optimizes the index system and assigns the weight of each index using analytic hierarchy process.In the fourth chapter, the paper outlines the methods of evaluating project management ability and chooses the comprehensive evaluation method with variable weight according to requirement. By adopting variable weight theory, the evaluation method can highlight or lower the effect of certain factors in order to provide decision makers with more scientific decision basis.The final part evaluates Wuhan-Guangzhou high speed railway using the evaluation model built in this paper and the result turns out to be excellent. |
