With China’s economic development having entered a new norm, the real estate market has gradually transformed from the seller to the buyer, and the income of real estate enterprises has been restricted seriously. To ensure the profit space in the increasingly meager profit competition market environment, real estate enterprises must focus on reducing project cost to achieve long-term development. Also, considering the cost throughout the project life cycle, to evaluate the level of cost management in different stages of the real estate project from the life cycle perspective, to understand defects in every stage of cost management and to clear the direction to improve have a vital significance.To better evaluate the level of cost management of real estate project, this paper selects the life cycle perspective and introduces the concept of maturity model. Therefore, the article embarks from the domestic and abroad life cycle theory, cost management theory and project management maturity model, compares and studies four kinds of typical project management maturity models in detail. Then, in reference to the structure and principle of project management maturity models, construct life cycle based the real estate project cost management maturity model. By the literature and questionnaire survey, determine cost management main influence factors of each stage, and construct life-cycle based the real estate project cost management maturity evaluation index system. Then, formulate the evaluation procedure and grade level. Through the questionnaire investigation, AHP and variable-weight comprehensive evaluation method, the case study is to understand the cost management level in different stages of the real estate project and clear the improvement direction. Meanwhile, it proves the validity of the model and evaluation method constructed.To a certain extent, the paper not only expands the application scope of project management maturity model, enriches the theory and method of real estate project cost management, but also provides a reference for life-cycle cost management evaluation for real estate enterprise.
