Entered 2010,major cities are springing up one after another to subway construction, foreign investment and financing mode of subway construction is also moving into China. Guangzhou subway as one of the MTR Corporation subsidiaries Division grows up quickly. It is solely responsible for the construction of the Guangzhou subway construction. The development strategy of the headquarter to how to promote enterprise development to achieve sustainable and healthy development is an urgent need to address and resolve issues.In general, we used economic and strategic management theory and method to discuss the strategic plan of the Guangzhou Metro Construction Division. First of all, the mission and development objectives have been researched. Then, using PEST model, Porter Five Forces Model and SWOT analysis, the external environment and internal environment has been analyzed. Next, in comprehensive consideration of national policies, regional and urban economic development situation, social environment, technical conditions internal organizational structure, as well as core competencies, we discussed the implementation of the strategy measures at three levels:overall strategy, business strategy, functional strategies.The basic conclusions of this paper are as follow. The overall strategy:in Guangzhou region, through lower construction costs and operating costs, increase barriers to the implementation of defensive players. In business strategy, the implementation of "cost leadership, quality leadership, time leadership" and "Three First" strategy, will create core competitiveness in subway construction market. The functions of the strategy are including brand building, human resources management, diversification of financing and other areas which to support business strategy. In order to implement the strategy, organizational culture, organizational structure and process control should be provided.
