| Petroleum and Gas industry , especially oil & gas project in exploration and exploitation, featured by multi uncertain factors,huge investment and high risk . conducting evaluation activity after project investment , analyzing and evaluating the project systemically in terms of target realization,process evolvement,effect and influence , summarizing experience and finding out lessons . all these jobs are quite necessary .Exploration in this region that LB block of jilin oil field exploration project located was started in 1950's , combined exploration with evaluation of this block in 2006 , strengthened lithology exploration . early operations,drilling and exploration engineering ( Drilling engineering,Mud Logging engineering,Well Logging engineering,Well Testing engineering ),project cost,exploration effectiveness and HSE influence,sustainability etc. were evaluated integrally by post-evaluation of LB block project . judging by appraisal , it shows that the decision of project approval is correct , administration is standard and result is remarkable , overfulfills all-level reservoir targets .Appraisal to project policy determination . during the process of operation , LB block project , policy makers did research closely,made adjustment in time and reported the adjusted program to headquarter and putting on records. in this project, the evidence is sufficient and reliable , policy determination procedures is standard and implementation process is order .Appraisal to project deployment . the success ratio in explorative wells and appraisal wells reaches 76.9 per cent and 79.5 per cent respectively , accomplished in prognostic reserves,controlled reserves,proved reserves and recoverable reserves 9148×104t,8504×104t,6103×104t and 1241.04×104t respectively , accomplishes 101.6%,100%,101.7% and1 22.1% of it planned。Three levels reserves 2.3×103t in proved reserves , controlled reserves,prognostic reserves was increased in this block . Evaluation by drilling engineering . 12 exploratory wells are planned to deploy in 2006,LB block project , drilling footage 2.74×104m;55 appraisal wells , drilling footage 12.65×104m;Actually , 13 exploratory wells were completed with drilling footage 2.7105×104m;44 appraisal wells were completed with drilling footage 9.6871×104m. in drilling operation , quality and progress rate awareness of exploratory wells were intensified , which speeded up drilling and shortened the circle time of well building .Evaluation by Mud logging . management from early program,implementation to inspection and acceptance was enhanced ,the quality of mud log was quaranteed effectively , the discovery ratio of oil/gas layer show is 99.8 per cent , the accordance ratio of strata profile is 85.6 per cent . both the accuracy ratio of layer coring and oil/gas layer show are 100 per cent . the accordance ratio of mud logging data interpreting reaches 85 per cent , which was increased 7.6 per cent than the 77.4 per cent in 2005 .Evaluation by Well Logging . conventional well log series and ECLIPS5700,EXCELL2000 series were adopted , it is effective for lithology identification,reservoir delineation and oil/gas/water zone identification and appraisal . totally 846 layers were interpreted , 153 layers were tested , 131 layers were accordant , the accordance ratio is 85.6 per cent .Evaluation by Well Testing . in 2006, Fracture Treatment after Perforation and conventional flowing back for producing capacity technology are adopted during well test in this block , cycle time in well test was shortened about 2-3 days on average. 57 wells are tested in the block this year , totally 153 layers , commercial oil and gas flow of 87 layers were acquired , the acquisition ratio is 56.86 per cent , the success ratio is 96.7 per cent .Appraisal to project investment .it plan to invest 366610000 yuan , including exploratory investment 79460000 yuan , reservoir appraisal investment 287150000 yuan ; actual completing investment 307470000 yuan , including exploration completing investment 77180000 yuan , reservoir appraisal completing investment 230290000yuan . in 2006 , planned exploratory wells investment and other comprehensive investment account for 94.14 per cent,5.86 per cent respectively in public company . actual completing exploratory investment and other comprehensive investment account for 94.92 per cent,5.08 per cent respectively in jilin oil field company , investment constitution conform to plan .Appraisal to project cost .in drilling project, actual explorative wells cost is 2828 yuan per meter , reducing 2.48 per cent than it planned of 2900 yuan per meter ; actual appraisal wells cost is 2221 yuan per meter , increasing 5.76 per cent than it planned of 2100 yuan per meter , main reasons are attribute to bad ground condition,tough construction reason,road repairing,well sites filling up and keeping warmth in winter .Appraisal to exploration result .cost of explorative wells are controlled well and success ratio of explorative wells is much high in exploration result . reduction of actual explorative investment and completion more than schedule in reservoir result , by which cost of exploration,evaluation and discovery is lower than it planned . due to complex geology condition of this block , much lower of reservoir using ratio, it shows the promising perspective through technology research and a good deal of experiments on location .Appraisal to HSE influence and sustainability .HSE organization and standard was established featured by comprehensive coverage and being responsible step-by-step . the explorative and exploitative production correspond with the demand of clean and safe operation by systemic and scientific HSE management system in 2006 , LB block , harmonious,safe and clean environment was created in this district .The final comprehensive appraisal conclusion was drawn based on above evaluation . Firstly , decision of project approval is correct , organization is comprehensive and administration is standard . geology demonstrative evidence compiled in plan is sufficient . declaration & approved documents are complete . Secondly , it is effective to adopt the advanced engineering technology . Great progress is made in aspects of wellbore quality,cementing quality,completion technology,technique in hydrocarbon reservoir protection,optimization in drilling technique . Thirdly , high degree of goal realization . the explorative achievement is remarkable , all level of reserves was completed more than scheduled program , saving investment , cost decrease , in the premise of completing reserves above the quota , actually fulfilling the investment 307470000yuan , reduce 59140000 yuan than it planned .the actual cost of exploration is 0.3 dollar per barrel , reduce 18.92 per cent compared to the plan . fourthly , the potential of sustainable development is great . oil exists in the form of consecutive areas in the whole LB block , which has a hundred of million ton's reservoir scale ,the third class reservoir of 2.3×108t has been confirmed through integrated deployment and carrying out by steps . it is considered through resource potential comprehensive analysis that the sustainable development potential is great in this district . |
