Since Kodak outsourced his main parts of IT to IBM in 1989, IT outsourcing has been gradually catching on, especially at this Information Age. IT outsourcing has been playing a more and more important part in the business operations and decision-making in enterprise. But IT outsourcing is not as easy as we imagine, it's a very complicated project, can also bring certain risks to the enterprise, this feature Increase the difficulty of decision-making and implementation. Successful outsourcing, such as outsourcing cooperation of Haier and Neusoft, can provide a significant benefit, while the unreasonable implementation and management will bring great risks to the enterprise, even a great loss. In China, IT outsourcing is still in development stage, is not particularly mature, and need the guidance of theory and experience. As to the services of large enterprise and institutions, IT outsourcing has had some successful experiences and theory as a guide, but for Small and Medium-sized Enterprises(SME), which are at the early age of development, more effective guidance is needed to improve the service of IT outsourcing.In China's economic structure, SME occupies an important position. However, with the development of economic, the shortage of funds and poor technology of SME has come out in this increasingly competitive society. At this time, IT outsourcing provide them a way out to solve this problem. China's IT outsourcing services for SME are still in the early stag, there are many issues in outsourcing market, communication and cooperation within all sides of the market are not enough. Therefore, study of IT outsourcing services for SME is a very urgent and practical thing. This can enhance cooperation within all sides and find out the gap between supply and demand, so as to improve the service quality and promote the development of IT outsourcing industry. In this background, this paper mainly research IT outsourcing services so as to propose countermeasures, hoping it can bring some applied values for the development of IT outsourcing services in SME.Firstly, this paper introduces the summary theoretical, it includes the concept and content of IT outsourcing, and basic theories of outsourcing, which are transaction cost theory, resource based theory, value chain and competitiveness theory and principal-agent theory. In theory, this article though the contrastive analysis of the global market, the domestic market and the IT outsourcing market for SME, to summarizes the existing problems in IT outsourcing services market. The global market is at an early start and more mature than the domestic market and the SME in laws-regulations and systems. In China, IT outsourcing services are mainly targeted at Major clients, the market is developing and more complete than the SME market. Through comparative analysis, we concluded the problems in IT outsourcing market for SME are: lack of relevant laws and regulations; IT services provided in different ways and lack of industry standards and norms; technology research and systems integration are inadequate, poor professional personnel; not enough effective cooperation between service providers; not smooth service channel; backward service philosophy, the service provider market has not established a trust mechanism.Secondly, this paper takes a research about the customers-SME of the IT outsourcing market. Through statistical analysis of the questionnaire, we know that the speed development of SME is rapid, information demand gradually increased, but the big problem is the lack of internal forces, capital, talent, technology and so on, external support is urgently needed; as to IT outsourcing most enterprises still holding off, demand rely on external forces to pull and guide. They also reflect some other issues: poor service quality, providers make not good on the promise; low reliability of outsourcing provider, Information and data security is most concerned problem to SME; they feel worry about their data and other information in the providers'hands; R & D capabilities and technological innovation ability is not enough, service lack variety, cannot meet the need of individuality, industry standards and market standards are not enough to keep the normal operation of the market.Lastly, from the analysis of the supply and demand side in IT outsourcing market, this paper make the following recommendations for improvement at two sides of the industry and providers. To industry, it should speed up to complete relevant IT outsourcing laws and regulations; open to the world, study their advanced experience and apply to the local cooperation flexibly; actively launch effective communication exchange and Union among all sides in the market to promote effective communication among them; train outstanding professionals to improve R & D and innovation ability. TO providers, they should correct the state of mind for service operations, expand effective complementary alliances, cultivating talents, and constantly improve service levels and R & D innovation, establish a good business reputation; in-depth understanding the characteristics and needs of SME to improve cognitive degree and acceptance.
