With the emergence of global information, service outsourcing Makes many industries have enjoyed great convenience this model brings:Centralized core financial and human resources to develop their own at business, meanwhile, contracting what they are not good at, using of the core competence of other organizations for their services, which obviously can bring them better development。However, the premise of enjoying the benefit of the service outsourcing bringing is that companies can fight and avoid the risks associated with outsourcing services。This article chooses the contractor’s point to discuss the effects of risk on Contracting Parties。As a SME of contracting parties, on one hand China have to undertake service outsourcing main, on the other hand,China doesn’t have enough strength to counter risks in outsourcing process。Therefore, the SMEs have to consider more about undertaking the service outsourcing risk control issues。This article starts from the feature of SMEs undertaking service outsourcing, the features leads to the existing problem that the SMEs undertake service outsourcing, then to indentify risk factors from the problem, to summarize and analysis the risk type that SMEs may suffer of when they undertake service outsourcing business, apart from general service outsourcing risk research in the mentioned of the risk information asymmetric and interests conflict brings, this article also focused on importance of Enterprise senior decision makers and necessity of Enterprise scientific management in the full process of service outsourcing project。For the small and medium enterprises, entrepreneurship is the driving force of the development of the enterprise, entrepreneurs each decision can be a risk, wrong decisions may bring enterprises into big trouble. SMEs themselves also undertake service outsourcing for SMEs on management in the course of the risks posed by its own characteristics. This article emphasis on these two categories of risk the SMEs themselves leading to, also because the uncertainty factors of causing these two types of risk affect enterprises most. Then integrated using risk measurement method to analyze a simple quantitative risk, divide risk areas. Then combined with a case,to elaborate Specifically. Last, to make different strategies under the risk of of policy response to the different risks. And came to the conclusion that not all risks need businesses to spend the same amount of money and effort to control, enterprises can determine the emergency of the risk based on different areas of risk, then allocate own resources reasonably, make appropriate risk strategy for risk management and risk hedging.The innovation of this article is to discuss the risk to the undertake, and how they against the risks in the side of undertake. Considering this,the article comprehensive summarize the present study on internationalization of SMEs and service outsourcing risk literature, combine two documents,then draw the research.On the risk measurement methods, taking into account the suitability and feasibility of quantitative risk indicators, integrated using a risk matrix method and analytic hierarchy process, through the simple quantification of risk assessment, allows the company to consider the risk not only the importance of considering each risk factor, also able to grasp the size of the overall risk, it’s meaningful to risk measurement.
