Competition of soft power is now a new trend in international relationships as well as domestically a pivotal issue during the area-development and urbanization. Cities with stronger soft power always show a good trend of urbanization, are more competitive and have bigger influence upon the outsides. Nowadays soft power is crucial to a country, a city, an industry and even a corporation, also, this importance is still growing.Since the 1980s, the fast development of urbanization and economy of cities in China ensured our nation's sustained prosperity lasted for over 20 years. However the practice during the development of some of the cities shows that the urbanization in our country has come to a plight, which leads many cities to mistakes. These mistakes bring huge loss to the development of our cities:city environment is polluted, city history is sabotaged, city image is changed randomly and the internal/external attractiveness is becoming smaller and smaller. The development of cities in China has come to the era of soft power. It is now unsustainable for cities relying on only extensive resource consumptions and exchanging hard power with low-price workforces. In order to maintain a sustainable development, it is crucial to pay attention to soft power, to treat soft power with strategic vision, to bring the construction of soft power on the agenda and eventually put the development of soft power into the right track.This paper starts from the interpretation of basic concepts, analyzes the practical meanings of the development of urban soft power; on the other hand, we expose the different kinds of problems during the development of urban soft power by discussing the current situation. Then, according to two successful cases of Chengdu and Davos, we summarize their experiences, combine with situations of cities in China and rise several means for promoting the soft power of cities in our country.
