Research On The Scale And Cost Of Urban Land Banking System

Urban land banking system, the inevitable outcome of socialist market economy reform, is the reform and innovation of China's land management system. Though it has established and developed for more than ten years, there are still a series of problems in both theory and practice which need further research and improvement. Among them, the scale and the cost of land banking are two key problems, and this paper carries on thorough research to them.Chapter one presents the background and significance of the research, then reviews the domestic and foreign research of urban land banking system, and finally describes the object, methods, frameworks and innovation of this paper.Chapter two introduces an overview of the land banking system, including the concept of land banking system and the establishing background, as well as the theoretical basis of land banking system.Chapter three focuses on the research of land banking scale, which first analyzes the internal mechanism and influence factors of land banking scale, and then builds GM (1,1) gray model to determine the reasonable scale of land banking system, after that carries on further empirical research.Chapter four focuses on the research of land banking cost, which first describes the meaning, characteristics and influence factors of land banking cost, and then by investigating a typical case, summaries the current main problems of land banking cost, and raises innovative and instructive countermeasures to these problems.Chapter five puts forward further improving suggestions to the urban land banking system, including establishing a sound legal support for land banking system; expanding financing channels to achieve a virtuous circle of land reserves; reasonably guiding land supply to restrain the excessive increase of land price; strengthening the collaboration and coordination of government land banking departmentsChapter six is the conclusion, which summarizes the main results of this paper and also points out the necessary improvement.
