The paper employed other researcher's methods and theories both about supply chain management and industrial cluster, using theory conclude mechanism formation and influencing factors of cluster supply chain, consider the cluster supply chain affecting factors are operate capabilities of supply chain and influence power of supply chain. Based on cluster theory and the theory of supply chain analyzing, consider formation mechanism of cluster supply chain can be divided into specialized division, competition and cooperation, economic benefits, regional brand advantage, construction the formation mechanism model, and design manufacturing supply chain industry cluster survey of Wuhan City Circle.In this survey, Main target is manufacturing enterprises that are in the core position of supply chain, including many kinds of large and medium enterprises in Wuhan City Circle, annual turnover rang from several million to several hundred million, contains a wide range of industries, various and plenty of enterprise nature.
