Land is not only mankind's material base of which is survival and development, but also is the basic premises of which all human beings engaged in economic activities and rehabilitate, with the population growth, food shortages, environmental pollution, climate variability and a series of global issues increasing intensification, the land ecological environment is worsening and worsening, when mankind is influencing the land resources with unprecedented speed and depth as well,The human use land's mode and degree have taken place profoundly changes, the cumulative effect of these changes on land eco-system to produce a decisive impact. Neihuang County belongs to ecologically fragile areas, How to coordinate the contradiction between regional natural environment ,human growth ,economic development and social progress, so that natural ecosystems and human ecosystems can achieve sustainable co-ordination and biological symbiosis,This has been an important scientific problems to be solved.Ecological Risk Assessment (Ecological Risk Assessment, ERA) is a new subject areas and environmental impact assessment techniques, it was started in the human health risk assessment .Since the 20th century 80 years. with the risk assessment and its application in environmental management in the development of an increasingly prominent role, ecological risk assessment and its technology has also been a rapid development. Land ecological risk assessment has been the focus of attention of foreign scholars and research hot spots, land ecological risk assessment is a new field, covers a very broad subject to study and a lot of problems to be explore.This paper is on the basis of a wide range of access to home and aboard about the literature of land risk assessment and food security. Systems theory to be as the guiding ideology, using historical survey data of Neihuang County land utilization to analyze the temporal and spatial dynamics of land use of Neihuang County changes in characteristics and evolutionary trends. On the basis of analyzing Neihuang land using changes, from the nine years'township average yield of grain yield as compared with the whole county, carrying out the situation on the Neihuang land ecological risk assessment; Based on the quatitative description of the number of land use and early warning indicator system. A more systematic division of a comprehensive ecological risk communities and their response,technology system for early warning and research methods. From different angles and levels to take risk measurement method and comprehensive ecological risk value, using a combination of theory and practice of forms, ranging from the theory, methods, indicators ,early warning technology and other aspects to research study area of land ecological risk and early warning technology systematically, while put forward to promote the healthy operation of regional land resources of countermeasures and food safety measures. This is seen as to provide reference for regional ecological risk assessment studies.Neihuang County land eco-environment issues are typical and representative to carry out. The ecological risk assessment study not only has important theoretical significance, but also has a wide range of applications. At the same time, this is also the regional ecological risk assessment of the land area of research and exploration of a new attempt. Research results provide a scientific basis for comprehensive improvement of Neihuang County land ecological environment and the formulation of land use planning. To provide theoretical support for the development of regional land ecological environment and sustainable.
