The economic development which leads the rapid development of tourism has gradually become a great industry. Its developing progress shows globalization tendency. Even though it brings benefit to the economic development, the development progress of tourism resource is always a problem. Many risk factors are along with the whole process of tourism resource’s exploitation and planning. The hidden of risk often makes workers ignore the importance of risk. Therefore, the ecological risk assessment in tourism resource’s exploitation and planning is very necessary, of great value and of practical significance to specific areas.Redstone National Forest Park which locates between Huadian City Jilin Province and Yingyu County is a significant scenic spot. It has advantageous geographical location and beautiful scenery. In the past few years, the scenery construction has become more abundant, the facility has become more comprehensive and the number of tourists has increased gradually. The attention of environment has been easily ignored under the state of business. In consequence, a set of rational risk assessment technical system is set up in this paper. The system selects Redstone National Forest Park as the research object and combines correlation theory and field trips. This risk assessment technical system provides a healthy and harmonious foundation of natural environment for tourism exploitation and planning of Redstone National Forest Park.The whole dissertation consists of four parts. The first part is an introduction of domestic and abroad research progresses on ecological risk assessment in tourism resource’s exploitation and planning. The experience which is summarized from abroad provides theoretical foundation of a better risk assessment technique. The second part is a theory which pays close attention to the content and characteristics of ecological risk. The identification method of risk source is analyzed. At the same time, the rational risk identification method I and the standard are explored. The third part is a detail analysis of Redstone National Forest Park’s circumstance. The risk factors of scenic spots are analyzed qualitatively and quantitatively and the risk source is focused with the combination of Delphi method. In the end, risk ranks of Jiangnan Waterfront Scenic Spot, Pinghu Mountain Scenic Spot, Red Hometown Scenic Spot, Drift Leisure Scenic Spot, Baishan Wonderland Scenic Spot and Lingkong Feidu Scenic Spot are determined. The fourth part puts forward five risk response plans which are water environment protection, atmospheric environment protection, mountain landscape protection, forest landscape protection and animal and tourism resources protection. These five risk response plans which aim at the risk possibility of park’s construction planning and the number of tourists and combined with the information which is obtained from Delphi expert consultation method are in order to make Redstone National Forest Park better. Risk ranks of each scenic spots are obtained by calculating. Therefore, the smaller risk rank of scenic spot is, the greater ecological risk is. The grater risk rank of scenic spot is, the smaller ecological risk is. Risk ranks of Drift Leisure Scenic Spot, Lingkong Feidu Scenic Spot, Pinghu Mountain Scenic Spot, Red Hometown Scenic Spot, Baishan Wonderland Scenic Spot and Jiangnan Waterfront Scenic Spot are 9, 9, 18, 19, 15 and 11. The risk of Drift Leisure Scenic Spot and Lingkong Feidu Scenic Spot is greater, however, the risk of Red Hometown Scenic Spot is smaller. They are in the acceptable risk range. Risk rank of Redstone National Forest Park is 13.5 and it is in the basic acceptable risk range. The ecological risk issues in tourism resource’s exploitation and planning are solved combined with Delphi expert consultation method and correlation theory in this paper. This provides favorable reference for the process of exploitation and planning in the future.
